yes you can file a dissolution (divorce) here. But the state won't have jurisdiction over him just the marriage. so IF HE WILL NOT AGREE then you can in fact still file for divorce here. you can. however, the court will NOT grant an award of property to you as against the husband. he must have lived here during the marriage with you. then you could not only get your divorce but also the court can make provision for allocation of debts and property.
