Greetings,

I am active duty, Navy, deployed with a diplomatic passport in Jakarta, Indonesia right now.  I am the non-custodial parent of twin 9 year old boys that reside there in Washington state.

Basic case breakdown: 

Mother and I were never married, I signed a paternity avidavit, but she was still in divorce proceedings while she was pregnant, her now ex-husbands signature is not on the document.  The children have his last name.  No DNA has been performed.

I have paid religiously since even before they were born, and have voluntarily increased support over the years.

I have been stationed in Guam, deployed to Iraq twice, and am now stationed in Indonesia.  I have not been able to visit the children, and their mother has not been much of a help in keeping me in contact with them.

She has chosen now to ask for more support.

Am I protected by the Sailors and Soldiers Act while I am in Indonesia? A plane ticket to the states would cost me around $2000 right now and then there is lodging, transportation costs once I get there.  I simply do not have enough cash to go to court right now, and certainly cannot afford an attorney to represent me there.

Is there anything I can do, and if so, what forms and addresses would I need in order to protect my rights?
